Their requests to the Government include checking pollution, proper drainage systems for sewage and rainwater, disposal of garbage and removal of encroachments

Moreover, all member countries have finalised sensitive lists that protect vulnerable domestic producers. The tariff reduction mandated under SAFTA will not apply on items on countries’ respective sensitive lists. India, for instance, has kept 884 tariff lines in its sensitive list for non-LDCs and 763 items inthe list for LDCs. India’s sensitive list mainly includes agricultural goods, textiles, chemicals, leather and goods reserved for small scale industries.

With three days left to meet the deadline, the trade under South Asia Free Trade Agreement (Safta) among the Sarrc counties from January 1, next year is in doldrums as Sri Lanka says it will ratify Safta draft some time in April next year.

Despite all the attention it gets, the trade accounts for only 10 % of the annual national income of Nepal. And given that average growth rates of flagship export items and major commodities have gone down markedly in recent years. In that context, if one shifts gears from Hong Kong to Kathmandu these questions come up: if trade is so important, why aren’t their many Nepali entrepreneurs engaged in it? The time has come to start shifting the slant of discussion to what changes in policies would lead to easier and more trade and facilitates entrepreneurship culture.

Bangladesh commerce minister Altaf Hossain Chowdhury on Monday said the country has asked the WTO to help prepare a list of products which will fall under the 3 percent exclusion list and will not enjoy duty free and quota free market access under the Hong Kong offer.

On the eve of the East Asia Summit, Singapore's Lee Kuan Yew hoped that India "would be a useful balance to China's heft" and that Asia's two ancient civilisations would "again" extend their influence into South-East Asia. "It would mean great prosperity for the region, but could also mean a tussle for power."

After tortuous negotiations spread over six days, a compromise trade deal was clinched among the World Trade Organisation's 150 members at a late-night session on Sunday. The deal gives rich countries an eight-year time frame to end export subsidies. Accordingly, the likes of the US, the EU and Japan will phase out such subsidies by 2013. The G-110, led by India and Brazil, wanted these subsidies removed by 2010.

Le Ong hanno trafugato il documento negoziale con il quale l’Ue si presenta nella green room di questa notte offrendo agli altri negoziatori un'unica opzione: prendere la liberazzazione dei servizi o lasciare gli accordi. Un cartello di organizzazioni parla di un impatto devastante sulla capacita' dei paesi impoveriti di combattere la povertà. Sulla posizione del Governo italiano ad Hong Kong interviene l’Osservatorio Tradewatch che le considera inaccettabili e contro il multilateralismo, dichiarazioni contro i paesi del Sud del mondo, additando Indonesia, Brasile, India, Namibia, Argentina, Venezuela e Filippine come i responsabili della situazione di stallo. “Invece di proporre un cambiamento di rotta salutare per i cittadini europei ed i poveri del Sud del mondo, il vice-ministro Urso difende a spada tratta il fallimentare atteggiamento negoziale del commissario europeo Peter Mandelson, che obbedisce solamente alle lobby industriali”. Le offerte fatte dai Paesi del Nord del mondo, Unione Europea in prima linea, sono così risibili, mentre le loro richieste così insistenti, che non è un caso che G90 e G20 abbiano deciso di adottare una linea negoziale comune.

Sviluppo. Questa e' la parola magica che sembra caratterizzare tutti i negoziati, le discussioni e le proposte in questa prima fase della Conferenza Ministeriale di Hong Kong. (..) Una delle congetture piu' ricorrenti e' allora che questi soldi verrebbero semplicemente scalati nei prossimi anni dall'aiuto allo sviluppo, ovvero da quel 0,7% del PIL che i paesi europei si sono impegnati a versare a quelli piu' poveri. Al di la' di queste considerazioni, la proposta piu' importante del Development Package si ridurrebbe quindi all'impegno a riciclare tra qualche anno dei soldi gia' promessi, ed a condizionare questo mero riciclaggio ad una serie di condizioni molto stringenti. Ciliegina sulla torta, sembra che molti di questi soldi legati all'Aid for Trade arriverebbero sotto forma di prestiti a tassi agevolati e non di donazioni, rischiando quindi concretamente di aumentare ulteriormente il debito estero di questi paesi poveri. - di Andrea Baranes

È cominciata, preceduta dalla manifestazione di protesta di domenica, la sesta conferenza della Wto. E la contemporanea fiera del commercio equo,parte del più generale Symposium su "Commercio e Sviluppo sostenibile", promosso con l'intento di rendere visibili le critiche e richieste alla Wto (il documento ufficiale del commercio equo è scaricabile da www.altromercato.it), e che a ciò corrisponde una pratica reale. E non sono solo i giornali a titolare che "la tensione sta crescendo": sin da prima di iniziare i lavori appaiono evidenti le contraddizioni del modo stesso di essere della Wto. - di Giorgio Dal Fiume
